Where a chimney is built against a house wall, it's meant to be tied to the structure. The Brick Industry Association describes attaching single-wythe chimneys to the framing with corrosion-resistant metal ties at regular spacing up the height.

A small, stable bulge can be taken down and relaid with new ties. A large or active one points to rebuilding that section. Until it's assessed, the area below should be kept clear.
