The smoke shelf behind the damper

Behind the damper sits a flat ledge called the smoke shelf. It's there to turn back downdrafts, and it catches everything that falls down the flue, including soot, flakes, leaves and nesting material.

When it fills, it narrows the throat and the fire draws poorly. Debris left there can also smolder on the next fire and send a burst of smoke into the room. Will a sweep leave soot in the house?

Is a sweep the same thing as an inspection?
